if u use USPS use the first one.ie USCIS P.O. Box 7555 Chicago, IL 60680 if u use other services like UPS, fedex, DHL use the second one Attn: Nepal TPS 131 S. Dearborn 3rd Floor Chicago, IL 60603 just on side note, if u cant figure out this simple thing, r u sure u will be able to fill out all the forms correctly ??? just reminding u to be cautious.

Used the 2nd addresa sent through fedex. Attempted delivery froday november 11 th. Says business closed or customer unavailable. I think the address is a lockbox so not sure if someone will be available there to sign the packet. Or it USCIS might be closed because of veterans day. Not sure

Yes that address is a lockbox facility but it doesn't mean that it's just a box. It's a lockbox facility where USCIS employees will do the preliminary checkup of the documents and send to the applicable processing center. So your document will be signed by someone upon delivery by Fedex. It was closed because it was the Veterans day.
