 Best time to start OPT

I am graduating in august 2008  in and I am applying for OPT. Does anyone know when is the best time to start the OPT (exact date if possible!).

I think September.. if u dont get into the quotaa... u can reapply h1b next year.. so again check when the H1b quota starts and ends and make sure your H1b starts and ends around the same time too...so that you have double chance to enter in the quota system
