I did not file Tps the last time it was open but really wanting to file this time. Is it possible for a for me to file this time? if so then, what do i have to do to file it? do i just include an explanation letter for not filing last time or do i need to do something else? any kind of suggestion would greatly appriciated.. Thank you

Yes, an explanation letter along with all the necessary docs. Visit TPS Designation page download two forms. Fill them up. send proof of stay along with check. There are lots of similar threads , search in sajha.
