 Changing job after i-140 approval

Guys, if someone is i-140 approved form company A and he wants to switch company B , can company B pick his GC process from approved i-140 phase from previous employer or it has to started all over again from scratch, any idea ? any body knows about 180 days rule . TIA

( company A wants at least one year commitment after GC which causes significant financial loss, is the reason to move )
