Google voice + Fi integration (i.e. linked to the same google account) used with Nepali SIM card seems a feasible and inexpensive solution. I have used Google Voice (not Fi) with Nepali SIM for the past many years. Data is extremely cheap yet very fast and reliable in Nepalese urban areas.
